Head Start Regional Consultants

A central element of the Head Start Dental Home Initiative is the Peer to Peer method of network development. Achieving the goal of providing quality dental homes for Head Start children will require organized and sustained efforts by dental professionals at the national, regional and state levels. The first phase of network development requires the identification Regional Consultants for each of the ten Administration for Children and Families (ACF) Head Start geographic regions as well as the two population-based ACF Head Start regions.

The Regional Oral Health Consultants will provide ‘on-site’ pediatric oral health expertise to the ACF Regional Offices, The Regional Oral Health Consultants will be responsible for establishing state partnerships and establishing local teams comprised of dental professionals and Head Start staff who will work together to coordinate efforts to improve access to care.

The Regional Oral Health Consultants will provide training, technical assistance and consultation to the ACF Regional Offices and will assist state leaders in the development of Dental Home Networks. At the same time, the Regional Head Start Managers will provide information about Head Start grantees and their needs and encourage and support the participation of local grantees.

The American Academy of Pediatric Dentistry is very pleased to introduce the Regional Oral Health Consultants.

HS Region I, serving Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, Vermont

Joanna Douglass, B.D.S., D.D.S., received her dental degree and doctorate in oral epidemiology from the University of Edinburgh, Scotland. She serves as Associate Professor of Pediatric Dentistry at the University of Connecticut School of Dental Medicine, and as Oral Health Consultant for the Connecticut Health Foundation. She has published extensively on the etiology, prevalence and prevention of early childhood dental caries, and the education of physicians in oral health. For the past 6 years she has facilitated eight oral health collaborative throughout Connecticut dedicated to improving access to dental care for children on Medicaid.


HS Region II, serving New Jersey, New York, Puerto Rico, Virgin Islands

Reneida E, Reyes D.D.S., M.P.H., is a graduate of Stony Brook School of Dental Medicine. She received her pediatric dental training at the Children’s Hospital of Boston and Harvard University School of Dental Medicine. Dr. Reyes also received a Masters in Public Health degree from Harvard School of Public Health in the area of Maternal and Child Health Studies.
Professionally, Dr. Reyes has been actively engaged in organized dentistry with a strong focus on children’s oral health having served as Chair of the Oral Health Committee of Second District Dental Society since 1986 and State chair of National Children’s Dental Health Month for New York State Dental Association establishing the Sugarless Wednesday Program which received National recognition from American Dental Association (ADA) as a Recipient of the Golden Apple Award in 2007. As past President of the Second District Dental Society, she has served as an ADA delegate, including service as chair of the Reference Committee on Education and Related matters, in addition to her service on the Council on Membership.
As past chair of the Advisory Council for New York City College of Technology department of Dental Hygiene, Dr. Reyes has incorporated Give Kids a Smile Program into the Community Public Health curriculum and access to care protocol including community outreach program at the Central Branch of the Public Library incorporating the New York Masons Child Identification Program (CHIPS). She has been Section Chief of Pediatric Dentistry at New York Methodist Hospital Division of Dental Medicine-New York Presbyterian Network since 1997.


HS Region III, serving Delaware, District of Columbia, Maryland, Pennsylvania, Virginia, West Virginia

Dr. Harold S. Goodman, D.M.D., M.P.H., currently serves as the Maryland State Dental Director at the Maryland Department of Health and Mental Hygiene. He previously served as Chair of the University of Maryland Dental School Clinical Operations Board and remains a Professor in the Dental School’s Department of Health Promotion and Policy. Dr. Goodman also serves as the Region 3 Head Start Oral Health Consultant and is responsible for oral health training and technical assistance for Head Start programs in Delaware, Maryland, Virginia, West Virginia, Pennsylvania and Washington, DC. Dr. Goodman received his Bachelor of Arts from Rutgers University in 1972 and his dental degree from the University of Medicine and Dentistry of New Jersey in 1975. He obtained a Masters in Public Health degree from the Johns Hopkins School of Hygiene and Public Health in 1986 and completed a Dental Public Health residency program at the University of Michigan in 1989. Dr. Goodman's interests are in oral health status and dental services utilization patterns of underserved population groups, community water fluoridation and use of fluorides, child abuse and neglect and oral cancer prevention.


HS Region IV, serving Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, Tennessee

Nicholas G. Mosca, D.D.S., is the Mississippi Department of Health State Dental Director and Clinical Professor of Dentistry at the University of Mississippi Medical Center (UMMC). He received his dental degree from Loyola University School of Dentistry in 1987 and completed a General Practice Residency at Charity Hospital in New Orleans. In 1989, he developed and directed a hospital-based dental program for University Hospitals and Clinics at UMMC which was recognized for patient service and training in special care dentistry. He has published and lectured extensively on the dental care of persons with systemic diseases and received an Outstanding Service Award for excellence in treating those infected with HIV. Dr. Mosca is currently a member of the executive committee for the Association of State and Territorial Dental Directors (ASTDD) and is a consultant for the Commission on Dental Education. He received the President's Award from the Association of State and Territorial Dental Directors in 2004 and in 2006.


HS Region V, serving Illinois, Indiana, Michigan, Minnesota, Ohio, Wisconsin

Dr. Larry Salzmann, D.D.S., received his DDS degree from Northwestern University Dental School in 1979. After briefly practicing in the Chicago area he moved to Salt Lake City, where he completed a Certificate Program in Pediatric Dentistry at the Primary Children’s Medical Center in 1982. Dr. Salzmann accepted a teaching position at Northwestern University Dental School in the summer of 1982 where he remained until the school closed in May of 2001. Since joining the Faculty at UIC College of Dentistry as the Pre-doctoral Program Director for Pediatric Dentistry, Dr. Salzmann has become increasingly active in the curricular changes occurring to reemphasize the patient-centered student focused philosophy of the College and to expand the College’s presence in the Chicago area communities. Dr. Salzmann maintained a private practice in Chicago for twenty years.


HS Region VI, serving Arkansas, Louisiana, New Mexico, Oklahoma, Texas

Dr. Philip H. Hunke, D.D.S., M.S.D., is Immediate Past President of the American Academy of Pediatric Dentistry and is a national media spokesperson for the AAPD. Dr. Hunke has also participated in the AAPD’s Legislative Workshops and Congressional Lobby Days in Washington, D.C. He previously served as Trustee from District V, and has served in many volunteer positions for the Texas Academy of Pediatric Dentistry and the Southwest Society of Pediatric Dentistry. Dr. Hunke also performs volunteer work for Rio Grande Children’s Home Volunteer Dentistry, McAllen Boys’ and Girls’ Club board of directors, and South Texas High School dental faculty advisor. He received his dental degree from Baylor Dental College in 1972 and a Master of Science in Dentistry from Baylor Dental College in 1974; he is currently in private practice in McAllen, Texas.


HS Region VII, serving Iowa, Kansas, Missouri, Nebraska

Dr. Nick Rogers, D.D.S., A native of Missouri and a graduate of the University of Missouri School of Dentistry in Kansas, Dr. Nick Rogers is a general dentist in Arkansas City, Kansas. He is a member of the American Dental Association, the Academy of General Dentistry, the American Orthodontic Society, and serves as the Affiliate Trustee for the American Academy of Pediatric Dentistry Board of Trustees. He is on the staff of the South Central Kansas Regional Medical Center, served on the Kansas Dental Board and is an examiner for the Central Regional Dental Testing Service.
He was co-founder of the Arkansas City Head Start program helping to write the grant, secure additional local funding and donations and secured a facility to house the project. He has served on the Head Start Board of Directors in Arkansas City for the past 22 years and was selected as Partner of the Year in 2003 by the Kansas Head Start Association, of which he is also a life member. He was also recognized by the Administration for Children and Families in Kansas City with a certificate of appreciation.
To help combat the growing number of caries in children, Dr. Rogers was collaborator for the Cowley County Tiny Teeth Grant. This project was credited with making a noticeable difference in the oral health of children in the region. Because of this project, Oral Health Kansas selected Dr. Rogers to be the 2007 recipient of their Outstanding Community Leader Award. He has also received the Sam Walton Business Leader Award and was part of the Kansas Health Foundation Leadership Institute.
On the local level, Dr. Rogers served on the school board for 22 years, is active in the United Methodist Church as a middle school teacher and is involved in many civic projects and clubs.


HS Region VIII, serving Colorado, Montana, North Dakota, South Dakota, Utah, Wyoming

Dr. Randy L. Kluender, D.D.S., M.S., received his DDS degree and MS in pediatric dentistry from the University of Nebraska College of Dentistry. Presently, he is the Associate Dean for Admissions, Student Affairs and Advanced Dental Education at the University of Colorado School of Dental Medicine. Prior to joining the faculty full time, he was in a private pediatric dental practice for 17 years.

Dr. Kluender’s interest is in access to care for underserved children and has been honored by both the Colorado Dental Association and Metropolitan Denver Dental Society for his outstanding contribution in community service. He was the American Dental Education Association (ADEA) Harry Bruce Legislative Fellow in 2002 with an access to care focus.

Dr. Kluender is a past president of the Colorado Academy of Pediatric Dentists, Fellow of the ADEA Leadership Institute, American College of Dentists and the International College of Dentists. He is also a member of the AAPD Pediatric Dental Medicaid and SCHIP Advisory Committee.


HS Region IX, serving American Samoa, Arizona, California, Guam, Hawaii, Nevada, Trust Territory of the Pacific Islands

Paul Reggiardo, D.D.S., is the Public Policy Advocate for the California Society of Pediatric Dentistry. He is in private practice in Huntington Beach, California, and holds a faculty appointment as Assistant Clinical Professor in Postdoctoral Pediatric Dental Residency Training at the University of Southern California. He is a past president of the American Academy of Pediatric Dentistry and the California Society of Pediatric Dentistry. He currently serves on the Policy Development Council of the California Dental Association and represents the AAPD on the American Dental Association’s Subcommittee on Dental Informatics and the ADA Editorial Panel for the Development and Maintenance of the Systematized Nomenclature of Dentistry. He is co-chair of the Policy Committee of California’s Oral Health Access Council.


HS Region X, serving Alaska, Idaho, Oregon, Washington

HS Region XI, serving the American Indian/Alaska Native populations

Christopher Delecki, D.D.S., M.P.H., M.B.A., is director of the dental program at Odessa Brown Children’s Clinic in Seattle and a member of the medical staff at Children’s Hospital and Regional Medical Center. Delecki is also an Affiliate Assistant Professor at the University of Washington, School of Dentistry in the departments of Pediatric Dentistry and Restorative Dentistry. Dr. Delecki earned his D.D.S. and M.P.H. at the University of Michigan and completed a Dental Public Health Residency with the Indian Health Service. He served as a commissioned officer in the United States Public Health Service (USPHS), receiving many honors and awards including the Surgeon General’s Outstanding Service Medal. During his USPHS career, he provided dental treatment, program management, consultation and preventive dental services on numerous Indian reservations throughout the United States. For most of his career, Delecki has worked closely with Head Start children and families in several states. He has presented numerous oral health education training sessions to staff, children and parents as well as providing dental care to Head Start children. Delecki is currently a member of two health advisory boards serving over 600 families in Seattle. In addition to his active clinic schedule, Delecki is a member of the Washington State Oral Health Coalition and the Washington State Dental Association, were he is working to improve access to dental care for disadvantaged populations in Washington. Delecki has been a member of the American Dental Association for over 30 years and is currently President of the Seattle King County Dental Society.
